Building a suitable PC

My main purpose of my computer is medium to high gaming and video conversion and creations.
I love to play racing games(GRID, Ned for speed under cover,etc, fighting games like hawks or any games like that.
I often convert between video formats, sometimes create some high-resolution videos
I'm going to buy a graphics card.
I'm hesitating to choose the following(i got everything but CPU, discrete GPU):
1. E7500 1 mobo(P43/G45...)
2. Phenom II 710/720 1 mobo(790GX/770x)
They are at the same prize in my country. I don't know which one is better for my purpose. I don't like OC much. Between ati 4850(512MB) and GTS250(512MB), which one is better and more suitable for windows vista, windows 7?I also concern about Avivo Converter and Badaboom Medea converter. Is Badaboom slower but better? would it be faster a lot if I use Badaboom or AVIVO? IS AMD 9950BE an alternative to Phenom II?can it give me playable game performance?I use a 17" screen. Thanks a lot for you pieces of advice!

I tried using avivo and the final product was really low quality. That was a while ago so it could have changed since then.

I personally recommend the phenom II 720 but it really depends on what applications you use and if you are multitasking.

I would recommend the 4850 but the difference is minimal.
