Building emulation pc

Hello, I am starting to build an emulation pc, I have a raspberry pi and it's great for everything before n64 but now I want to to emulate n64, ps2, Dreamcast, everything around that era. I'm not super techy this is my first pc build, but I'm very excited about it. I was watching YouTube and saw someone make a good emulating pc with an optiplex 1030 and a GTX 1050 ti. If someone could please help me pick out whatever I would need to set up a nice emulation machine. My budget is hopefully around the 400 range but can increase if necessary. Also planning on using this on LED TV (no monitor). I appreciate any help anyone can give me, thanks for reading this long post

You could probably pull off a nice emulation PC with some of the available Ryzen 2 chips with integrated Vega graphics. Most older games (and it sounds like most of these games you're interested in are pretty old) will play on these iGPUs like a dream, without breaking the bank.
