Question Building first PC in 18 yrs - Need a "Modern" Monitor...

We've been using MacBook Pros (MBPs) for many years, but we now have a need for Windows utilities, including some legacy software. Anyway, we just purchased some "not quite cutting edge" PC components and will soon start our first PC build since about 2004. As the old tube 17- and 19-inch tube monitors we used to use in the office have long since been disposed of, we're presently in the market for a "modern" PC monitor for office use: we have never used a separate "flat monitor" in our office.

The people who will be using this PC are older folks who don't have a need for gaming equipment. In fact, there are no plans, at the present time, to buy a "real" dGPU card for this system.

Here are the main components that the system will be built with:
  • ASRock Z690 Steel Legend ATX LGA 1700 Main Board
  • Intel Core i7-12700K 3.6GHz 12-Core CPU
  • PNY XLR8 16GB (2 x 8GB) DDR4 3600MHz RAM
The present plan is to use the integrated Intel UHD 770 Graphics on the CPU and see how it goes. We've been using the integrated graphics in one of our MBPs for several years now and it has worked out fine, so we'll simply have to give the integrated graphics some time.

The ASRock Z690 mobo has an integrated HDMI port and a Display Port that can be accessed via the rear panel (and a Thunderbolt add-on card could could be added, if necessary). We will probably start out with Win 10 Pro as the OS.

It has also occurred to me that, if/when our TV ever goes out on us, I'd like to have the ability to watch high-definition TV or movies with this monitor, which means that having 4K capability would be on the list of features for this monitor. The monitor will also be wall-mounted, so the older users will be needing at least a 27-inch screen size.

Given the information above, I'd like to ask folks who generally use their PCs for office work what they would be looking for in a monitor for older eyes? It would also be helpful to know what the important features in a "modern monitor" are? Back in the day, refresh rate was big deal. I assume it's the same today, but I haven't researched this kind of thing in a very long time, so I wanted to ask here first.

IPS panel, matte finish on the screen, 60Hz~120Hz though you should be perfect with 60Hz~75Hz.

How much have you set aside for a panel purchase? Your location? Preferred site for purchase?

Gievn our eyes, I believe that a monitor is one of the most important purchases one can make for working with a computer. Having said that, I'd like to keep the purchase under $1K. As for locale, we're located in the Berkshires region of western MA, USA. We could order a monitor or travel to our nearest Best Buy Box Store (about 25 miles) to pick one up ourselves.
 
Given the spec's I'm seeing for modern "flat panel" TVs, I'm beginning to wonder what the real differences are between purpose-built PC monitors and today's TVs? Obviously, the flat TVs come in huge sizes that wouldn't be ideal for an office, but what about the smaller TVs? Like this one?
