Hello my cuz is looking to buy a few parts today to upgrade his gaming pc.

Basically he just needs to get a mobo cpu and some ram. Should he get a haswell or go for a skylake and what would be some decent mobos to go along with the suggested cpu. For budget its not set in stone figure under $250 for cpu and around a $100 on a mobo then whatever for some decent ram. I'll probably end up selling him my 980 so he doesn't need a gpu and he has a 750 psu.

Edit: He said he's willing to spend around $500 on cpu mobo and ram

He mainly plays csgo but he want something that he can play some new games.

the haswell cpu is going to be slight cheaper as vendor are trying to clear there inventory of the older stock. the skylake mb will let your cuz install a newer cpu if intel makes a newer cpu for the 1151 mb. the skylake cpu is slightly faster then the older haswell.
if you have a local micro center the 4590 is 160.000
the msi z97 pc mate is 65.00 or there the h97 mb from asrock that are the same price.
ddr3 ram is 30-40 now for 8g kit of 1600 speed or faster ram.

If he is only playing CS:GO the most effective solution would be an i5 overclocked to the limit. However if he is concerned about future games and DX12 performance I think a hyperthreaded quad-core is the way to go. Skylake is definitely possible within that budget if he wants. But me personally, I think a Haswell Xeon combined with an H97 board is much more cost effective for very little difference in final performance.

16gb of memory definitely isn't necessary either, but if he's upgrading anyway, might as well get it out of the way for a few years.
