Forgot he mentioned Intel in the title. Intel isn't in my favor right now. I tried to recommend an i7-9700K build, but a few reasons I couldn't. It lacks hyper-threading. It's too expensive. It requires a cooler. It requires a better power supply because it pulls around 200W by itself. His PSU is bottom tier and he would need a new one. Intel designs their chips to be just enough for right now unless you pay nearly double for the Intel i9-9900K compared to the Ryzen 7 2700X. Then you also have to buy a high-end cooler and pay more for a motherboard and buy a better power supply because your's isnt' good enough. So, that would be around $1,000.

Sounds like you are asking two completely different questions. Can you clarify what it is you want? Are you wanting to build a $700 Gaming PC but keep your 1050 Ti?

Okay, in all honesty here a good Intel setup within your budget. Just check your case for max cooler height compatibility. You might be able to go with a bigger cooler if you wanted.
