Here is my list of parts, is there anything I should change or is it OK. I already have a laptop with windows 10 on it. If I take out the hard drive and put it in the system will it carry over windows 10
I am from Ireland and my budget is about 700 euro (not including moniter or mice/keyboard) I

Technically you can run with a top quality unit, but it would be a borderline case. You never mentioned 3060Ti nowhere before.
Anyways, in that case your build looks good. I would only change the PSU to a better quality unit...
