This is my first time building a PC. Not exactly sure if you needed graphic card to boot or not. I do not have a graphic card. Also, there is a 4pin ATX 12V which my power supply doesn't have. The power is working, fan is working. I'm not hearing the clicking. Everything is brand-new. Here are the following items I have:

Motherboard: F2A68HM-H (GIGABYTE)
CPU: AMD A6-5400K Dual-Core APU - 1MB L2 Cache, 3.6GHz, Socket FM2, Dual Graphics
Power Supply: SolidGear 650W Power Supply
HardDrive: Seagate 1TB Hard Drive - 7200RPM, 64MB, SATA 6Gb/s
Memory: ADATA XPG V1 4GB Desktop Memory Module - DDR3 1600, PC3-12800, Blue - AX3U1600C4G11-SD
Tower: Cougar Spike Mini Gaming Tower - 2 x 5.25" Drive Bays, 3 x 3.5" Drive Bays, 1 x 2.5" Drive Bays, 4 x Exp Slots, 1 x 120mm Fan, 2 x USB Ports, 2 x Audio Ports

Thanks so much!

Solution
Power Supply has 4+4-Pin CPU power connector. Bend or tape back half and plug in the other half. This MUST be plugged in the 4pin ATX 12V connector.
