Question Building New Ryzen PC - Won't power on at all

So I'm building a brand new PC and I'm running into problems left and right. The PC just won't power on at all. I have tried most troubleshooting steps.

Build:
Ryzen 7 2700x
ADATA 16gb 3000mhz ram - AX4U300038G16-DRZ (Could not find this on B450's QVL, could be the problem?)
ASROCK B450 Pro4
EVGA 600w 80+ certified
240gb Inland Professional SSD
GTX 1080 - have not yet installed this card as the PC just isn't powering on with everything else in. Did try to install a GTX 680, still didn't work.

Things I've tried:
Testing cable connections
Paperclip test on PSU (it was working fine)
Got a replacement motherboard
Case power switch cable is correctly placed on + and - pins on mobo

Kinda out of things to try at this point.

Any help or suggestions would be appreciated, thanks.
 
Try leaving only CPU and CPU cooler installed, both 24 and 8 pin power cables connected. No other fans, or components, or cables.
Start the board by shortly touching with a screwdriver the 2 pins on board labeled as PWR or PWR_BTN and GND.
See if starting.
