I suggested to my friend that he should look into the new AMD Ryzen CPU. But I am not sure if Ryzen would be all that great for him, He likes Intel but I do think that he should give Ryzen a chance. I think that with I guess BIOS Updates, Drivers, Patches for games or hardware, anything that would improve a Ryzen chip for anything, That some programs would be better with "age". But I could be wrong, I like to keep an open mind, And I just want to suggest the best bang for the buck for my friend.

I also suggested to not get a micro ATX Mobo, So that there is more upgrade potential. Also, So that he does not have to end up buying a new computer if he cannot upgrade with the mobo in his selection.

Please advise me to tell me what I should let me friend know. If there's anything that could be changed from the list he gave me to post.
 
If he'll be playing at 60 fps then Ryzen is definitely his way to go. It'll pull atleast 60 fps in games whilst the extra 4 threads of the 4C/8T version will play a nice role in general use.

Ryzen only becomes a question mark for gamers who want to reach as high FPS as possibble. At 60 FPS, Ryzen is automatically the recommended choice. Period.

Add Ryzen R5 4core or 6core CPU which ever fits in budget and you are good to go.
HDD can be added in future as per requirement. That 240GB SSD will last you months before it runs out of space.
