Building PC - help needed

Hi everyone!

I wanna build my own PC after I had to get rid of my old one. I want to use it for gaming and programming. I have picked out a few parts already and now I would like help with two things: 1) I wanna make sure the parts i picked go good together and 2) I need help with the parts I didn't pick yet. :)

My budget: I wanna try not to spend more than $800 - $900. If I have to go as high as $1000 that's okay too, but less would be better.

What I have so far:
CPU:
Intel i7 4790k 4GHz OR Intel i7 4771
I think I'll go with the first one since the 4771 isn't even much cheaper ($25) - or is there a good reason to go with the 4771?

GPU:
MSI Radeon R9 290 GAMING 4GB
Question: is 4GB too much (as in do I really need 4?) I read that 2 or 3 is more than enough, but I wanna be sure that my PC is still good for gaming in 2 or 3 years.
Also: another one I saw was the sapphire radeon r9 290 vapor-x. Its a bit more expensive so I thought I go with the MSI one, unless there is a good reason to buy the sapphire one? Whats the difference between those 2?

Motherboard:
ASRock Z97 Pro4
I compared this one with the ASRock Z97 Extreme 4 and the only differences I could see were the number of USB 3.0 and audio ports, which are not that important for me. But I wanna make sure the ASRock Pro4 is good with the CPU and GPU.

HDD:
Seagate barracuda 1TB, 7200 rpm 64 mb cache 6GB/s

Now: What is important about buying RAM?
I wanna have 16 GB (or is 8 good enough?), but I have no idea what else is important...
Same with the CD/DVD drive, what should I look for in the specifications?

go with the 4790K, with that Z97 mobo you'll be able to overclock it, but get a good aftermarket cooler first.
8GB of RAM is enough, you probably won't need 16, at least for a couple of years. 1866mhz CAS 9 is a good place to be looking.
a blu-ray player will do pretty much everything, but if you don't watch blu-ray films, any dvd r/w drive will do.

Any suggestions for a cooler/things i should know about that?

Also: How important is the fan size in the case?


 
the hyper 212 evo by cooler master is pretty cheap and does a good job, there are others that i can't think of right now...
and bigger fans can run quieter than small ones while moving the same amount of air. buying fans with a case can be a gamble, you're probably better off buying them separate so you know what you are getting.
 
sorry, me again. I am looking at the parts i picked and I think budget wise I have to save a little money on something, only question is, on what?
So again everyone.. Is the i7 4790k 4GHz really necessary or would 3.5 GHz (looking at the i5 4690k right now and its $100 cheaper) be just fine?
Also: Are 4 GB needed for the video card, or should I stick to the i7 4790k and get a cheaper GPU?
