Question Building PC, VGA Light Shows up and Doesn't Post

Good Morning,

I have been trying to build this PC for over a month now and every time I try to assemble it the VGA light lights up (and beep code is 1 long, 2 short). I am planning on upgrading the GPU soon but figured I could just go ahead and use this setup until it arrives. I have confirmed the GPU is not dead as I can take it out of the new PC, throw it into the old one, and it works just fine there. Please help! The GPU lights up and seems to work, as does the mobo, RAM, CPU cooler, and all fans spin and light. I have tried the following with it:

Moved the GPU to other slots (I have cycled every expansion slot at this point)
Completely replaced the PSU with a brand new one (replaced my old one with the Corsair one below)
Tried the GPU in my old PC, still works great there.

Any help would be appreciated!

The PC won't post at all. I've made sure to connect HDMI to the GPU connector, but if there's anything else that may be obvious that I could be missing here, it would be much appreciated.
