Built a New PC, cannot install Windows

I finished building my pc, connected every thing except graphics card (no os yet, no driver), and I can boot to bios, so I am sure my pc is working. Because it's a msi motherboard, basically all I did was open click bios 4, adjust time, enable sata ports, and reboot. (There is a problem as the ram I have is 2400Mhz while it read that the ram is 1333Mhz, if you know a solution to that, please tell me). When I rebooted, I entered boot menu and selected boot from DVD drive, which I already placed my windows 8.1 disc in, and it says: Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key. Anyone have any idea how to solve this?

Maybe the DVD is not bootable. Try installing from a bootable USB, if available.

I actually don't have a usb avaliable, I do have like 50 DVD-R with 4.7 GB avaliable tho

NVM found a usb, how do you create a bootable USB tho?

You can use Rufus:

Then copy the Windows 8 files from the DVD on the USB.
