Built a new pc , windows 8.1 won't boot up

I recently built a new pc and when I tried to install windows 8.- it doesn't want to boot up , Im not sure if it is because i am using an old cd drive with an ide to sata converter on it , but everytime I'll turn it on I will here it run for a couple seconds but it just tells me to insert boot media

Go into BIOS and check the boot order of your devices
