Built computer only turns on for a few seconds then turns off

As the title suggest, I'm new at building a PC and I'm absolutely sure that everything went where it was suppose to. So here's the problem, Whenever I press power on, the display monitor does not detect anything from my GPU and CPU, I had everything plugged in right, the HDD and SSD made booting sounds and all the fans were working like it's supposed to. I have a suspicion that it is either a faulty graphics card or a faulty PSU from what I've read, but I am no longer sure anymore... Please help!!

Gigabyte GTX 1060 windforce
Segotep GP700G 600W
Crucial 8GB 8x1 DDR4
Z1 NEO case
Cooler Master 212x
Samsung 850 EVO 250gb
WD 1TB Black Edition
Gigabyte Z170-D3HP

So just making it clear: Whenever I press the power button, everything turns on for a few seconds then switches off and repeat and when I had a proper look, it's always the GPU turning off seconds before everything else. However, when I removed the graphics card to use the dedicated graphics on the i5 6500, the PC still did the same as in turn on for a few seconds and then switches off then repeats... I really need help here... Thank you tom's HARDWARE community!!

That appears to be a low quality PSU.

Disconnect the GPU, connect monitor to mobo video and see if that works.

I sincerely thank you for your fast reply! Okay So I disconnected the GPU and used the mobo from the desktop to my monitor, still no luck, everything is still turning on and turning off... Should I replace the GPU or PSU or Both? And what PSU do you recommend I use that is in the budget of the one I currently have?

Could be a RAM issue. If you had 2 I would tel you to pull one out but you only have the one. Dont guess you want to upgrade to a second 8GB? I would suggest tho try move the RAM to another slot.

Agree with elbert, try the ram in another slot.

If not, i'd suggest a PSU. Can't blame the GPU if the onboard still does not work.

See if you can borrow a PSU just to test. If it works, then get a new tier 1 or 2 PSU.

I tried each slot... No luck... I'm sorry for being persistent for an answer, but my parents really believed in my ability to build a computer and funded me, and I had confidence in myself, but now I don't 🙁

That all the zero cost tests so either your RAM is bad or the psu. There is the very remote chance that your house plugin is bad but unlikely.

I have a warranty for the PSU so I can get that changed or returned hopefully for a new one, and for the RAM I can return it and purchase a 8gb 4x2? And also is the graphics card alright then?

I FIXED IT!! The solution was so simple that anyone could miss it, I simply took out the cmos battery for 5 seconds then put it back in, and then fixed!!
