Greetings ,
Checking gigabyte website , Most of 970 and 990 mobos if not all dont have built in graphics chipsets .
This feature is very important because it allows the customer to delay the purchase of the dedicated graphics card .

*lol* even If I want to lose customers I wouldn't lack this feature .
By lacking it , an intel rig just jumps in mind instead of using an amd rig .

the question is : why AMD and the manufacturers doing this ?

As Terry mentioned, most gamers go with a higher end graphics card instead of lower grade integrated video. Mainstream or beginner boards often have the capacity for integrated graphics. Those are normally cheaper boards than the gaming board but you can still use a dedicated card if you want. It is like asking why all cars don't come in 2 door instead of four. It basically gives the buyer more choices as to what better fits their wants or needs.

That isn't the case. Many of the best Asus Z97 motherboards include integrated graphics support. For example the Asus Z97 Deluxe and Sabertooth motherboards both include support for integrated graphics.
