I'm willing to bet you need to update your motherboard's BIOS before it will recognize the CPU.
Those Q leds only stay lit if there is a problem. With a incompatible bios usually the cpu light will stay lit. The boot light seems to indicate it's trying to boot so you should be getting a display.I get a green light on boot and a white light on VGA but no light on DRAM and CPU..
ThxBuy a cheap supported CPU (e.g. https://www.amazon.com/Intel-Celeron-Desktop-Processor-BX80684G4900/dp/B07938X457) and install it so that your computer can boot to BIOS and update from there.
Or you can bring your motherboard to a computer shop and maybe they can update your BIOS for a fee.
Or, the most expensive option, is to return you current motherboard and buy a new motherboard that supports the CPU out of the box (e.g. https://pcpartpicker.com/product/4srmP6/asrock-z390-pro4-atx-lga1151-motherboard-z390-pro4)

Is the monitor plugged into a port on the motherboard or on the 2070? Are you using any adapters with the monitor?
