Question Built new custom PC that boots fine to bios but freezes when trying to install Windows

Like I said I built a new gaming PC, specs are as follows:

i7 9700k
32GB corsair vengeance
MSI Z390M gaming edge motherboard
gigabyte rtx 2080
corsair 1TB M.2
H100i aio
corsair rm850 psu

So the computer boots up fine to bios and runs fine in bios, but when I try to boot to my usb drive to install windows it will freeze at random points. For instance it usually freezes when I'm trying to type in the product keys for windows.

I reinstalled windows on the usb to make sure there arent any corrupt files, still froze.
I removed all non-essentials such as gpu and other sticks of ram, still froze.
I put in a different ssd with windows installed and it froze during the windows loading screen.

Obviously there is a hardware issue, unless theirs a bios setting I can change. I just need help troubleshooting what this could possibly be. I am sure all the cables are properly plugged into the correct places. How can I tell if its a bad motherboard, cpu, or something else. If you need any more information please let me know. Any help is appreciated.
