Built PC: no output from GPU

ok so i made this PC about 1 month ago and i have been using my onboard gpu for the time being.

Specs:

Mobo- ASRock 960GM-VGS3 FX
GPU- Radeon R7 240 XFX 2GB Core Edition DDR3
PSU- NEW QUIET ACE BLACK EDITION 650W ATX POWER
RAM- 4GB
CPU- AMD FX 4100

Ok so i started out by buying the amd Radeon R9 270X GPU and when i tried to get it running it didnt work(it wouldnt be recognised in device manager) so i thought that its most likely a gpu problem. So i sold my last GPU and bought the R7 240 (i know a downgrade) but i was hopeing to get this running. what happend was i put it in my computer and still had my vga cable in the back of my pc, when my windows loaded up i installed the gpu. and i looked in device manager and it was there and said "this devise is working properly". so i turn off my computer and put my vga cable into my gpu and when i turn my computer back on i get no output to my monitor. ive tried to reinstall it and still doesnt work. but my computer does still output when i plug my VGA cable into my onboard and when my graphics card is in my pc.but wont output if my VGA is in my Gpu.

Please help i dont like playing CS:GO on radeon HD 3000 Graphics(its sucks i get 20fps or less)

i have tried

1)With monitor connected to the on-board GPU, go into BIOS Setup and set the graphics output location to "PCI Express" (where it's currently set to "on board" (or it may say "integrated"). Then "Save & exit" (F10).

Now power down. Connect your monitor to your add-on graphics card.
Power up and you should now get a video signal to your monitor from the add-on graphics card.

2)also check to see if your running the newest 1.3 bios it be on the main screen. if not download the newest bios file and use the bios updater in the mb.
 
It's just a setting problem on your motherboard.
In the advanced tab there is an option to decide weather to give output on the onboard GPU or PCI-E GPU.

For a start, try re-setting your motherboard's BIOS. This should work. If it doesn't, I'll tell you how to configure the video output. :)
