Built PC wont turn on (another threds didnt solve my problem)

Hi. I need an advice.
I bulit a custom PC from following parts
MOBO:ASUS Z87 pro
Proc: i7 4970k
Power supply: Cooler Master v700 (700w)
RAM😀DRAM3 16GB (2x8GB) Kingston 1866MHz HyperX Fury Black
No GPU yet.
Other parts are irellevant.
I have everything connected right, I was following linustechtips build guide but computer wont turn on. The power button works on MOBO as well as on case. Fans starts spinning for fraction of second and then stops. No beeping or any other sound or led warning/information. No error code (just 00 which according to manual = not used). I tried everything - i unplugged SSD and HDD, I unplugged one RAM stick, than i changed RAM slot couple of times but nothing works. I removed cpu cooler and check for any visual damage, i also tripple checked connection to MOBO and and cpu from psu... Nothing worked yet. I am hopeless pleas help.

Hi guys. So i spoke to servis guy earlier today and its bios thing.. in order to work with i7-4790k i need to flash bios to newer version.. so i returned motherboard and ordered new one with more recent bios version and flash bios key to update bios without even needing to have processor intalled. thanks for your help ;-)
Just out of curiosity, are there any extra stand-offs under the motherboard (the little pegs that screw into the case/backplate and where the motherboard screws into)? For example, if the mobo has 9 screw holes for securing to the backplate, are there any extra that reside under the motherboard but are not screwed in? I've seen this cause a short and prevent a system from starting and/or damaging the mobo so it doesn't work properly.
 


It elminates the possibility of a short to the case problem. Most experienced builders always test the board outside the case first with only the CPU, 1 stick of memory, and the video card installed, or hooked up to onboard video. That way you know right away if you have problems or not with your basic hardware, without having to undo everything and start over if you have problems like you have now.
 
No. I removed all RAM and everytihing is the same... CPU fan move a little, MOBO shows code 00 = not used and that is all.. Yeah, i cleared CMOS using pins 2-3, just as it is in manual
 
Just to clarify, are there any other expansions cards plugged into mobo that haven't been removed during testing (i.e., sound card, modem, sata expander, etc.)? I've had a modem cause a no POST issue.

You can also do a quick and simply test of the PSU to see if it is operating at its basic level. Here is a guide for tripping the PSU with a wire or paperclip. This won't give you the information that a multimeter will, but if the PSU doesn't turn on and stay on when tripped, then you there is a problem there. Please exercise caution when working with a PSU. I do this procedure by ungplugging the PSU from the wall outlet, holding down the power button on the front of the case to drain flea power, unplug the all connections from the PSU, use a paper clip in the green and black wires (I'll show you a guide) then plug the PSU into the wall and turn on the PSU using the breaker switch on the back and see what it does.
