Burn marks on the heatsink

Bought a HP Elitedesk 800 G1 SFF at a garage sale for $10. Should have known something was wrong because when I finally got a working power supply, it doesn't power up. If I press the power button, the light comes on (while holding it), but nothing happens. No beeps. Only sign of damage is on the heatsink, which looks like this:

I don't have any spare, working parts to swap in and out. If anyone has seen that kind of damage on a heatsink before and can probably predict the problem (processor/ mobo is fried) that'd be great.

I also just ordered a working mobo off ebay because it was so cheap.

Also if anyone in Denver, Co has a working Elitedesk 800 g1 I can swap parts, that'd be great. :)

Yea kinda looks like thermal paste. :/ Well it's a good thing I ordered a new mobo, get some fresh thermal paste on the processor and go from there. Can always part it out if that doesn't work. Thanks Groveling_Wyrm
