The wire of the follow come charger got burnt but the adaptor was still working so I used another wire to join the adaptor. Sorry it is the IC that burnt

What is the model number of this laptop? I would try to compare motherboard images to see what the model of component that is.

This certainly looks fried. https://ibb.co/t4xP4Nk

If the charger is burned I wouldn't use it anymore and I would for sure buy a new one. That's what caused this issue.

If you have the equipment and know-how that chip can likely be replaced. If you don't, buy a new wall adapter and send the board in for professional repair.

I took the board to a local repair shop in my vicinity and the engineer said he could replace the IC I labelled 1 but that the IC I labelled 2 is also bad so I have to change it also but that he doesn't have the part. What do you suggest I do

Sometimes those components are only available to manufacturers in bulk so you cant buy one.

You really have 2 options:
  1. Have the shop replace the motherboard.
  2. Acquire an identical donor motherboard. Then have the people at the repair shop transfer the working #2 from the donor board to your motherboard.
While #2 looks fine, it may be shorted or otherwise fried internally.

Could be saved if you can find someone to replace the chips, but it sounds like that may not be an option for you. Second option is to find another identical motherboard to throw in there and it should work fine but it may be a challenge to find a donor board for that laptop.

Trying to save it might be more effort than its worth
