when full GPU load or game show x2 3.0

why ??

did you click the green ? next to the line, it explains it there.

the reason it is 1.1 at idle is a power saving feature of the gpu, it reduces the amount of power GPU uses at idle.

now the x2 is another question, as on mine it shows x16 which leads me to think its the rails

it should be pcie x16 3.0 @ x 16

have you tried reseating the GPU?

I think PCIe x 16 3.0 is the connection speed on the motherboard, the GPU itself is running at x2 3.0 = this means the mb slot itself is running at x2 speed. I would look in the BIOS.

check that each PEX is Auto I guess (or gen 3)

PEX16-1 is top slot
PEX16-2 is middle slot

Even though mb is saying its set to defaults, it appears its only giving x2
I can find plenty of cases of only giving 8 but not many 2.

I assume you are putting it in the right slots, although the other shorter slots only give 1, so probably not.
I see if anyone else thinks of something.

The problem is not that significant.
Use your graphics card in second PCIE slot at x8 mode. That's perfectly fine. You're not using any performance.

As mentioned before - it's possible there are bent pins in cpu socket. Examine it closely. Make a high resolution photo of the socket pins.
It might be possible to fix bent pins. But this requires a lot of patience. Pins are very small.

If you can't fix the pins, then only option is buying a new motherboard.

So yeah, I’ve kept reading the replies but forgot to report what the problem was after is solved it.

Yes it is fixed. What was it? A glob of nail polish landed on one of the islands during delidding. Invisible at a glance I noticed a shiny island upon close inspection in bright sunlight. My trusty Aliexpress microscope showed it very clearly. Scraped it off, 16 lanes back again!
check if there is a bent CPU pin as well.

According to these tests performed and the results obtained .. Where is the problem? From the motherboard BIOS or ...
