I'm going to join 2D animation course .

so i will buy a new pc,

My budget is under 30k

please let me know some suggestions guys...

The OP needs a complete PC for 30K; a 7700K costs 28K and the R7 1700 is 26K. A Ryzen 3 1200 or a less expensive G4560 would be a better match for a 30K build.

Do you need a discrete GPU? 30K isn't much for a complete system, particularly if Windows has to be included.
