Buy Haswell in near-future or wait for Haswell Refresh

The PC i'm planning on building will be based on a Intel i5 4570 and I want to start building in late March or early April. My question is do I wait for the Haswell Refresh (something like the upcoming i5 4590), or do I just stick with the old one. It seems performance increase will be minimal and I'm not sure I: A) want to wait an extra (possibly) 2-3 months and B) think that wait is worth it. Another thing to consider is the expected GeForce 800 series in Q2 2014, as I am currently set on the EVGA SuperClocked GeForce GTX 760 2GB, and again want opinions on whether the wait will be worth it.

o CPU: Intel Core i5 4570 (3.2 GHz) QUAD CORE 84W
o MOTHERBOARD: ASRock H87M Pro4
o RAM: Corsair Vengeance DDR3-1600 (2x4GB)
o Graphics Card: EVGA Superclocked GeForce GTX 760 2GB
o SSD: SAMSUNG 840 EVO 120GB Solid State Drive (for fast OS and maybe a program or 2)
o Hard Drive: Western Digital WD10EZEX 1TB 64MB Cache (7200 RPM, SATA III) [lots of storage for photos, videos, etc.]
o Case: Corsair Obsidian Series 350D (w/ window)
o Power Supply: Corsair CX500M 500W 80 PLUS BRONZE Modular Power Supply
o OS: Windows 8.1 64-bit
 
If you can wait, wait for the new 20nm graphics cards. Lower in power and higher in performance. Otherwise you would be able to get one of the older cards for cheap. Also, I am hopeful the new Haswell's will overclock better with the new silicon.
