Right now I've got a diamond 3850
http://www.diamondmm.com/3850PE3256.php (that one)

Would it pay to upgrade to a 4870
http://www.newegg.com/Product/Product.aspx?Item=N82E16814150394 (preferable that one)

Would I notice a huge difference in performance or should I save up and get a dx11 card?

My system specs
AMD Phenom II 945 (stock speed)
2gigs of OCZ 1666mhz ddr3 ram
585 watt psu (would probably have to upgrade that to be on the safe side)
Diamond 3850
200gig hard drive
1 dvd rom player

Thanks for your insight in advanced. Best Regards -Josh7331

Go to Tom's Harsdware home page and read the brand new August best video card for the money article. A lot of prices are dropping. Take a look at the cards in your price range. It might help you decide.

Every once in a while I look at video performance charts. Sometimes the numbers are so close together that I doubt a human eye would be able to tell the difference.
just like everything in the world of computer's there will be something better in the next 2-3 months or the card you get now will be cheaper in the next month or so. basically you can hold out for something better but when something better comes out you will be thinking again to hold out for something better
