I heard NVIDIA releases new series at June maybe and one month later AMD releases the new CPUs..

Much depends oh what you have now and how satisfied you are with it but.... You may wait forever if you wait for something new.
Best policy is to get now best you can afford with an eye on upgradeability in next couple of years.

As far as I have seen NVidia are saying the second half of 2020 and nothing more specific than that.

I would say if you need an upgrade then upgrade. Unless there is something new releasing imminently it’s not worth waiting. There will always be something new on the horizon, if you keep waiting you will never buy.

The RTX cards are pretty good. That's the RTX option you're talking about. Don't play your games with RTX on and you're fine.

there is no rtx for amd cards although ray tracing isn't that good it just gives you much less frame rates

you can overclock this 9700k to 4.9 ghz, there is no reason for buying 9900k for gaming just 4 fps difference
