Actually, Aliexpress has extremely tight protection rules. More so than Ebay.
When you pay for an Item, Aliexpress hold onto the money. If your item is NOT as described or does not arrive, Aliexpress will refund the money and the supplier loses out. The supplier has to wait until no complaints happen before they get their money and even then, it can be taken back from them.

From what I have read you will have to pay to return the item before you get your money back. I've also read several claims that gpu's bought from AliExpress have turned out to be fakes.
