Buying a Desktop Setup for 3D rendering under $1500

Hi, I really need some guidance asap. I've been researching for a little while now, the only thing I've learned is that there is way too much to learn about computers before investing in one lol.. I want to buy the very best desktop setup for 3d rendering and light gaming. My son is 13, he likes to use Blender for 3D rendering. Some games that he plays are Sims, Roblox, and Minecraft, but I'd like room to upgrade certain components in the future if I need to. I'm mostly concerned with running Blender smoothly for now. My total budget for everything is about $1500.00 at the very most. If I could get closer to $1000, that would be great! I've researched mostly Dell products, and Intel processors. However, I know almost nothing about the other brands. I wanted to buy this as a Christmas gift, but I'm running out of time. Please help me! THANK YOU!

Thank you for helping me. Are those the specs that I absolutely have to have in order to run Blender? Are there any others that are similiar for less? Also, what monitor is compatible, and fairly good, without totally breaking my budget? I appreciate any input. Thank you!
