I have recently RMA'd a Zotac GTX 1070 and have received a refund for the card and am looking for an upgrade from it. I have so far found the Radeon 5700 XT available for £379 and the Vega 64 available for as low as £269. Which graphics card would be best for a budget of £380?

For 380$ price range you cant find anything better than the RX 5700 XT but better look for the custom 5700 XT cards that have 2 or 3 fans and not the blower style cards because they run really hot and loud. Also just to note 5700 XT required minimum 600W psu.

I'm based in the UK in which the cheapest 5700 XT models I can find are with the blower style cards. However, the RTX 2060 Super with an aftermarket cooler sells for the same price as the blower style cards.

The 2060 SUPER would arguably be a fine option as well. While relative performance can vary from one game to the next due to the different architectures, the 2060 SUPER typically performs roughly in between a 5700 and a 5700 XT on average. There's only around a 15% performance difference between a 5700 and a 5700 XT. The 2060 SUPER also features hardware support for raytraced lighting effects in the handful of games that support them so far, though those have a tendency of tanking performance, making anything above 1080p impracticle when enabled.

As for Vega 64, it performs below the 5700 (non-XT) by another 5% or so. However, it's also a very power-hungry card, drawing around 300 watts under load, which is around 120 watts more than a 5700 or 2060 SUPER, for a bit less performance. That will in turn dump a lot more heat into your case, which could potentially cause overheating issues.
