So I assume this isn't a retailer? if so ask him to give you the specs / look them up online and make sure he isn't trying to cheat you out of hardware by like allowing you to test it yourself if needed

Yes i can test everything and everything is find i just wanna know condition whether he has done mining or something etcc likee how can i find it

You can't. All you can do is use it before you buy it and see if it runs smoothly. Maybe run CPU-Z and GPU-Z to confirm the hardware specs.

There is no magic program that will tell you how much it's been used.
