Buying A New Graphic Card And Monitor

Hello everyone! Please excuse my poor English.
I decided to buy a new motinor to replace my old 1280x1024 Dell. I have a very low budget and found this Philips 200V4LAB2 TFT 19.5" Is it good or not?
And which card can give me 60+fps on high settings in modern games wit this monitor: Sapphire AMD Radeon RX 460 NITRO OC 4GB or Gigabyte AMD Radeon RX 560 GAMING OC 4GB?
I know that GTX 1050Ti is way better but they are overpriced in my country.
My current system is:
i5 6600
8GB RAM
GTX 750Ti 4GB

You should keep your 750 ti because the RX 460/560 is only marginally more powerful. As for a monitor, I'd suggest looking for one with a 1080p resolution at least. If I'm not mistaken, you would be lowering the resolution on your monitor by switching to the Phillips? What resolution is that monitor?
Well a better monitor for even a little cheaper would be an Acer S0 Series S220HQL.

The 560 will get you 60fps but i wouldn't say at maximum settings. however if you lower shadows a bit and just play with your settings in general it will do just fine in most modern games at high to very high settings.
