Absolute, "I don't care how much money I've spent, I want bragging rights over anybody else" best? Currently that's the nVidia Titan Xp (gaming), or the Quadro GP100 (rendering); once the new RTX lineup comes out, the RTX 2080Ti will slightly edge ahead of it (8-10% more GFLOPS of processing power plus the ray-tracing) or their RTX 8000 (rendering).
However...
If you want the "Provides the most bang for the buck" best GPU, or the "this provides the performance that I both want
and meshes well with the rest of my system", then that's going to depend on your system. For example, pairing a GTX 1080TI or an RTX card with pre-Coffee Lake Core i3 & a 1366x720 60Hz monitor is essentially ludicrous, because a) the CPU will vastly hold back any performance by the GPU, & b) unless you're going to run it in DSR mode the GPU is way too overpowered for the monitor. So...what CPU do you have, how much RAM do you have, & what monitor resolution/refresh rate does your current system had?
