but my problem is my parents won't budge on their position on buying one.
i dont need an expensive one but they wont budge any advice?
I have offered to pitch in with my saved money and money i could make selling my switch
I would have about 380 dollars after that and the pc i want is about 1,400

Read the reviews there.

Read the questions there.

You might have better luck going to Cyberpower web site and trying to do a configuration there.

Try to avoid cheap no-name power supplies.

Try to avoid spinning drives unless you will need a lot of storage.
i read a ton of reviews I couldnt find many under 3.5 stars

It's tough to evaluate reviews because the reviewers may not have much more knowledge than you do.

Keep looking.

Cyberpower; Dell, Lenovo, HP.

Try to customize a configuration as specifically as you can. There's a lot of stuff you wouldn't need.

Are you interested in doing ANYTHING other than gaming?
I plan on streaming and recording, may use it for blender if i decide to take classes in High School
I'm trying to keep a good 16 gb ram and be able to have a smooth 144 fps and I need a lot of memory.
I also know that the 3060 is a good graphics card if I'm right
Also sorry I'm just getting into pc's and stuff i dont really understand specs too well

Something, if you were to build your own, to get you started, where you can do some gaming, then get a GPU later.
