Buying a steam game on dummy account through VPN and using family sharing to put on main account

I was just wondering what the repercussions of doing so would be. Would both my dummy account and my main account get banned, just the dummy account or (as i am hoping) nothing. After looking at the russian steam the prices there are outrageously cheap and are very tempting.
