buying a used graphics card is it good

I found a local person with a 1070 founder edition and I got the price down to $290 its "not used" is there any sighs I should look for in person and is this a good deal?

The thing is there's a lot of fake merchandise being passed off as legitimate products right now and I'd be really skeptical of someone who claims to move cards that fast. this is on offer up its like craigslist he has good ratings on the site so far and he sells a lot of cards
this is for a system I won't complete till black Friday to save money so I can't really test it.

Especially for that price, a card that currently retails around the $450 range would not be going for $290. My point is if the deal sounds too good to be true, it probably is. If the card is not from a major name brand (MSI, EVGA, Asus, Zotac, NVIDIA official) then don't buy it - it most likely is not legit.
