well if its in person ask to plug it in and turn it on. If it's on Ebay then just buy from someone with a good reviewer ranking.

If you're going for a used one than you should take these things to account to avoid being played.
1. Model no.
2. PS4 & other utilities health (condition)
3. If its repaired or not. (Check the back of the PS4 if the screw sides are still sealed)
4. Storage capacity. A lot of people are selling used 500Gb 1100 or 1000 series PS4 on a same rate as of 1200 or above series with 1TB capacity. So check it.

Though I'd recommend you to get a new instead of going for a used one. Price difference is negligible!
