Solution
for $500 it's a good deal, and for CSGO it's good.
The ram may not be enough for GTAV though, as it can easily go beyond 8GBs. (that and it's relatively slow)

a 1070 alone costs like $850
IMHO he could easily build a system of his won with our/youtube/your aid and come away with the experience. The places where corners can and will be cut is being handed down bad quality ram, an already aging platform and a horrible boot drive+PSU. The only thing close to the 500USD mark is the cost of the GPU.

My vote, you can build a Ryzen R3 1200 system with a GTX1050Ti in it for about that amount your paying at the moment.

With a 1070 included it's a bad price?

If it has a gtx 1070, then your friend found a great deal on a used video card and they are throwing in a PC for free.

Right now that 1070 is worth more than 500 by itself. So the half decent PC being included is great. Buy a better PC for 4-500 without a graphics card and sell the one you got for $100 or so.

Yes he should. Whoever is selling that PC must be living underneath a rock if they are selling it for $500. It's one of those too good to be true things so I can only advise caution.
