[SOLVED] Buying a Win7 license via eBay?

My father got the idea that he would buy a Win7 license/key via eBay and I'm wondering whether this is a good idea? Is this legal? How do we know the other person won't continue to use the key? Does it matter whether they continue to use the key?

Can Microsoft bust the seller or the buyer for this somehow? Because it seems to me a guy can basically set up shop on eBay and just sell the key 1000x and you got 1000 guys running a "legal" version of Windows for $5 (that they didn't even pay to Microsoft).
