i find cheapest pc on market "Acer Aspire XC100/AMD E1-1500/4 GB/500 GB/HD7310/DVD-RW/" what component's i shoud buy.

I am not sure what price point you are searching for, but I don't recommend AMD E1-1500 Bobcat APU. It is simply too slow, even for general tasks. Spend just a bit more and buy current cpu installed AMD or Intel system. It will get you 2~4 times the performance of this one.
