So i've been saving for a new pc for a while now, but a lot of the components im looking at are currently on sale. So my question is would it be possible to buy these compenents now:

Intel - Core i7-9700K 3.6 GHz 8-Core Processor

be quiet! - Dark Rock Pro 3 67.8 CFM Fluid Dynamic Bearing CPU Cooler

Gigabyte - Z390 AORUS ELITE ATX LGA1151 Motherboard

G.Skill - Trident Z RGB 16 GB (2 x 8 GB) DDR4-3000 Memory

Seagate - BarraCuda 4 TB 3.5" 5400RPM Internal Hard Drive

Samsung - 970 Evo Plus 250 GB M.2-2280 Solid State Drive

Asus - GeForce RTX 2080 8 GB ROG Strix Gaming OC

Thermaltake - View 71 TG RGB ATX Full Tower Case

EVGA - SuperNOVA G3 750 W 80+ Gold Certified Fully Modular ATX Power Supply

And wait to buy the graphics card and instead use my current 1060 Founders? Im more asking if the bottleneck would impact it at all and if it would be an upgrade from my current specs:

Geforce GTX 1060 Founders Edition (overclocked)
Intel Core i5-4570 (4 core, 4 thread)
14GB DDR3 RAM
B85M-E MoBo
ANTEC BP430 430W PSU
RAIDMAX Blade ATX-298WY Black / Yellow Steel / Plastic ATX Mid Tower Computer Case
Acer Predator XB271HU 144Hz 1440p Monitor
Fan cooling

I know its an awkward question but it would save me a lot of time and money. Thanks for replies.
