Buying new graphics card

I need advice on a new graphics card for a gaming system I am building. I have approximately $400 usd to spend on a graphics card or cards. I play a wide variety of games and want it to be able to handle whatever I can throw at it at full settings. To that end the budget is adjustable but I would like to keep it below $400 usd if possible.
So far this is my build:

AMD FX-8350 Vishera 4.0 GHz Eight Core processor

Right now I am using a 27 inch Sansui 1080p HDTV and a standard 12 inch VGA secondary display. I will be upgrading to monitors better suited for gaming once my system build is complete. I want to run 2 monitors as I have enjoyed the setup i have used so far but will probably go with two identical monitors for better continuity. I am also very open to suggestions in this area as I have yet to research monitors at all.

This is my first post here but from looking around I have already learned a lot here and hope to learn more. Thanks for the help and let me know if you need more info.

GTX 770 because the R9 280X is no longer cheaper due the BITCOIN massacre. AMD cards are good in mining those shitcoins and thus the prices are sky high. Cheapest 770 @ $339 at newegg. That will save $60 on your $400 budget. At $400 you can also get Factory OC+ third party cooling solutions..

Thanks for the info Prithwi2050. Budget is pretty big. I'm buying a new part every paycheck since I'm terrible at saving money. basically this means I can spend up to $500 per part lol xD

As I have the money for the R9 280X should I go with that since I am more concerned with performance than budget? Also do you have any suggestions for/ experience with aftermarket GPU cooling?

Performance-wise the 770 is a slightly better card than the 280X. Both the 770 and the 280X run really hot and so the reference coolers on them just can't keep them cool enough. XFX got their Double Dissipation series. Likewise MSI got their Twin Frozer series and various other vendors provide their own cooling solutions for the two cards. Now since all the Bitcoin issues surfaced reference boards with reference coolers of the cards are available(cheapest) @ $340( GTX 770) and $400( R9 280X). Now if the vendors use their own coolers they usually charge more and that costs you extra dollars. So a typical 280x board with Third Party cooling will cost you around $450 or more depending on the vendor but at $400 you can get the the GTX 770 with Third party cooling solutions. Now the choice is all yours. Value-for-money always worked for me. All these years AMD was value-for-money at least for me if not anyone else. Now I don't think, it is. So the 770 is your best bet if you are not hell bent on getting the 280X...
