Buying new laptop

Hello,

I have to buy a new laptop for my father and after browsing for a while I think i settled on 1.
I have a question tho...while I was researching I found a comment on the cpu for the laptop that I choose that said "its good that the cpu doesnt bottleneck the 3060"

I later checked google specifically for this and found a site that confirmed it, but only for 2048x1152 resolution.
When I checked for 1080, which is the recommended resolution for the laptop, it said that only 75.9% of the gpu will be utilized!

My question is, if I change the resolution to 1152p will that eliminate the problem?
Also on my pc I can use higher than 1080p(what my monitor supports) resolution, could that be done on a laptop as well?

This is the laptop I want to buy:

HP OMEN - I cannot find the model, its not listed, I found a similar one but the ssd was 512gb
Intel® Core™ i7-11800H
16.1", Full HD, 144Hz
RAM 16GB
1TB SSD
NVIDIA® GeForce® RTX™ 3060 6GB
Windows 11 Home
