Buying New PC help

So As i first i am having problems with my old pc, the problem is when i click the power on button the pc starts working but the screen don t come up and it takes sometimes 5 mIin-30 min to start loading up on monitor , and somtimes it doesn t even start. What the problem could be (pc is clean inside)

And another thing i would ask is some tips for new pc , so this is the confg that i was thinkig of making:
Motherboard:MB ASUS H81M-K Intel H81
CPU: INTEL Core i5-4460 3.20GHz 6MB
GPU:VGA SAPPHIRE ATI R7 250X 1GB DDR5
RAM: G.SKILL 4 GB DDR3-1600 ( Will probaly upgrade after 2-3 months)
HDD: HDD WD 1 TB SATA-6Gb, 7200 rpm, 64 MB blue edition
Case: Cooler Master Gaming K380
PSU:ATX SilverStone( 700W, 80 Plus Bronze (SST-ST70F-ESB Strider Essential)

OR ( 2 changes include)
CPU:CPU INTEL Core i3-4160 3.6GHz 3M
GPU:VGA SAPPHIRE ATI R9 270X 2GB DDR5 DUAL-X OC
or EVGA GTX750 Ti 2GB

Some tips to change some compnts ? What would be best ?
And yeah is SilverStone a good PSU 700 W will be enough ?

It sounds like the motherboard on your PC isn't working properly.

For your new parts it's all looking good, but I would get 8gb of RAM and a better graphics card than the first one you posted. If you are constrained by budget go for an AMD FX-8320 or FX-6300 with an AMD socket motherboard, and put the money saved towards a better GPU (r9 270x is fine).

Yeah it is mainly for gaming , but not really hardcore gaming, mostly playing games like WoW and LoL , and somtimes trying out some new games.

What do you think about combo FX 6300 AND GTX 750 TI that would be the cheapest good combo ?

Also,
I was looking the benchmark of FX 8320 , FX 6300 and Intel I5 4460...both FX CPU have higher bencmark score but the Intel cpu has much higher price , why is it so ?

an FX-6300 is plenty for WoW and LoL. Intel and AMD CPU's are not directly comparable because they are built quite differently. AMD generally aims to make slightly cheaper CPU's while Intel is aimed more towards high end users. If you read around these forums a bit you will notice that most people recommend Intel CPU's instead of AMD's for gaming. This will mostly be based on personal experience, and some experts who know a lot about CPU's will be able to detail why Intel is better for gaming (I'm not one of them). Everyday users like you and me who only use a PC for light gaming will not notice a difference between mid-high end Intel or AMD CPUs,

Your choice of CPU in this case ultimately boils down to the quality of the GPU, because you don't want it to bottleneck it. fx-6300 is plenty good enough for the card you mentioned in the last post. If you decide to go for something more powerful I would consider the the fx-8320

If you want a truly noticable upgrade, get SSD's. One reserved for games and one reserved for windows. You will cut boot/loading times in games in half.
