Would either build like be able run most games new and old aleast at 1080p 60fps at around high settings not ultra or extreme

Would either build allow me to upgrade the GPU in few years with out needing to upgrade other parts at same time?

I tryed asking the store but they just told me to go and google it but I have no clue what benchmarks tests to look for.

For better upgrade options, I would look at AM5, over dead sockets like AM4 and LGA1700. I wouldn't be buying an 8gb gpu now either.
