The monitor is Freesync so it will work smoothly with the Vega 11 iGPU although you may want to run most games in 720P on Low settings to keep the FPS at a playable rate as the Vega 11 iGPU performs close to the GT 1030.

As @WildCard999 mentioned, it's important to know if there's already a monitor, keyboard, mouse, and OS license already existing. Those costs do add up.

Also, in the effort to keep costs down, would 720p be acceptable? I've sort of been toying with the idea of a complete build, including screen, by using a new 32-inch or so 720p TV, and an RX 570 video card, though, while that's doable in US prices, I'm not sure whether it's equally economical in Europe.

You can start from here and then update along the road, you could go with a Ryzen 3000 or 4000 next years, or swap the GPU, etc, etc, etc. Also you can drop the SSD (or change it for cheaper brands) and just go with an old fashion 1TB HDD.

Also, as other mention already, you never said if you need a monitor too!

Updating - monitor should be not included it will be bought seperetly from prince range, and thinks like keyboard mouse etc is out of question also, only a pc. Want to squeeze like the best optimal pc from that prize.

And what about mobos you all offerimg b450, im not really and expert but i heard some mobo requires flashing with an old ryzen cpu if im right on this one?

4xx series motherboards support Ryzen 2000 out of the box. Ryzen 3000 series CPUs may need a bios update depending how old the stock is. Newer 4xx boards should be updated with a Ryzen 3000 ready sticker on the box.

Msi is the only brand i know of for Amd that have an update bios feature performed without a CPU.

As boju said, all motherboards with B450 or X470 chipsets should be able to handle Ryzen 2xxx cpus out of the box. Later on if you plan to upgrade to Ryzen 3xxx or 4xxx you will need a BIOS update which you can perform using your old Ryzen 2xxx.
