If I buy my pc on Amazon with Visa electron, but the money I have on that account is euros does it have any kind of commission?

Some banks (it depends on your bank) charge a fee for currency conversions. (it is usually quite small if it exists)
you should be able to get around it by changing amazon site to somewhere in Euro-area, like germany where the charged currency is in EUR.

According to VISA:
A currency adjustment (1.95% of the transaction amount at the most) is added to the wholesale rate.
so it's at most 1.95% but at minimum? no idea.
