I wouldnt personally buy second hand..
Ive sold a few second hand GPU's Recently my Red devil 6900xt and my spectral white 6700xt hell hound..
But tested them first and if i thought anything was wrong with either i wouldnt have as my moral compass points in the right direction

Thats said not every ones does ..

So you could be buying somebody else's rubbish or problems with no warranty

If buying local have them prove it works on there system. If the card is good seller usually has no issue showing it functions. If seller refuses , walk.

If on line make sure there is a return policy.
