buying social accounts?

hi guys im looking at starting my own little business. basically there is someone who has the social domain accounts already and said he's willing to sell. apparently people have already inquired in buying off him and have turned out to be scams. the only way he will be open to any discussion is if i use Weston union. basically am i going to have to do this all by trusting him to do his side of the deal?

facebook, twitter ect. the guy has a site in which he isnt selling. the only reason why hes willing to sell them because they do not get used any more

Why can you not just create a new one, and build up your own user list?

If I were a member of /Facebook/SiteX, and it were sold to someone else for a completely different purpose, I'd be pissed.
And have absolutely nothing to do with *you* and your new site.
