Buying stuff online and customs..

so im located in the european union and if i order a cpu online that is marked as used,will i have to pay taxes or import duties and stuff like that? the cpu costs around 100$.. i know that if i buy something brand new for 100$ i have to pay tax only,idk if and how this applies to used stuff
