Buying Windows 10 games on one account and playing them on another

I have Windows 10 store credit on an account and want to buy Gears of War 4 and play it when it comes out. Is it possible to purchase it on one account and play it on another account online?

So just to clarify. If I buy gear 4 on the microsoft account i'm currently logged into, log off and log on to another account, I can play it online on Xbox live on the other account without having to purchase the game again

No. You must be logged in to the account you used to purchase the game. But not logged into Windows. Just the store.

Thing is though. I bought Halo Spartan Assault on one account and logged onto the other and was able to play it without having to pay
